The Ednor Gardens-Lakeside Civic Association runs an active Citizens-on-Patrol (“COP”) program. Our COP program includes both a car patrol and walking patrol. Our active corps of neighborhood COP volunteers helps keep our neighborhood safe and strong.
Car Patrol
The Car Patrols runs every Thursday, Friday, and every other Saturday (except holidays) from 7:30 to 11 pm. Volunteers meet at the Northeastern District of the Baltimore City Police Department on Argonne Drive at 7:30 pm. Upon arrival, volunteers are given a crime update and walkie talkies which allow for direct communication with an officer in the NE District. Volunteers patrol the neighborhood in their cars (or bikes) in groups of two or more. Volunteers are NOT to act as police officers and directly confront criminals engaged in criminal acts, but are instead there to report crimes or suspicious activity to the police. Because the volunteers are in direct communication with the police, there tends to be a quicker response time when COP volunteers report activity. Moreover, because our volunteers place COP magnets and lighted top signs on their cars, their mere presence serves as a crime deterrent.

Walking Patrol
In addition to our Car Patrol, we also have regular COP walksin which groups of volunteers walk along with a police officer(s) throughout the neighborhood. There are no walks during inclement weather and dog walkers welcome! Not only do our visible COP walks deter crime, but they also provide great exercise for our volunteers. Block Captain Program
Strong and healthy blocks are the cornerstone of vibrant neighborhoods. Ednor Gardens-Lakeside is a large neighborhood and many of the issues we face are block specific. Block Captains are block leaders who organize their neighbors to address individual block needs. Among other projects, our Block Captains have organized block beautification efforts, created block phone trees, led public safety projects, and thrown block social events. Block captains also help distribute information and serve as liaisons between the Ednor Gardens-Lakeside Civic Association and their respective blocks. By having active block captains who can organize block level efforts, the neighborhood as a whole benefits.
The Ednor Gardens-Lakeside Civic Association has been working hard to cultivate and expand its Block Captain Program. Recently, we organized a Block Captain Training and a Block Captain Fair. Beginning in the Fall of 2008, our block captains began holding regular meetings to socialize, network, and learn about a variety of topics designed to help them become more effective block leaders.
